David Scheffer, ambassador at large for war crimes issues in the Clinton Administration, discussed the jurisdictional difficulties inherent in prosecuting international war crimes and other issues affecting the International Criminal Court, on April 27. The former chief legal adviser for Secretary of State Madeleine Albright spoke at the Law School under the auspices of the Berger International Legal Studies Program and the Briggs Society of International Law.
